  • Honoured for expanding SME access and promoting sustainable finance initiatives.

Bangkok, 24 July 2025 – Raymond Sia Say Guan, CEO of Canadia Bank, receives the Best Bank CEO in Cambodia award from TAB Global, in recognition of his visionary leadership in steering consistent financial strength, business diversification and digital innovation alongside meaningful contributions to national development through inclusive finance. Under his leadership, Canadia Bank is also recognised as the Best Managed Bank in Cambodia.

Sia has guided the bank through sustained progress, focusing on customer-centric financial soundness and strategic business diversification. He prioritises digital transformation to enhance customer experience and operational efficiency. His focus on workforce development has equipped employees to thrive in a digital-first environment, strengthening the bank’s long-term stability and resilience. Under his leadership, Canadia Bank maintains robust financial resilience, supported by prudent risk management and solid capital and liquidity positions, underpinning sustainable growth and national impact.

Strengthening corporate banking and financial resilience

Corporate banking represents a crucial element of Canadia Bank’s broader growth strategy, shaped by his forward-thinking leadership. The bank has introduced supply chain financing, flexible credit schemes and green financing options, customised for Cambodia’s key sectors. It has also strengthened its partnership with the Credit Guarantee Corporation of Cambodia (CGCC), extending financing to rice exporters and millers. In 2024, the bank launched a specialised Real Estate Financing Unit to streamline lending and support clients in the construction and property sectors.

Canadia Bank’s corporate loan portfolio remains stable, supported by long-standing relationships with reputable clients. Enhanced transactional banking services —including sophisticated cash management, cash pooling and real-time foreign exchange — empower clients to better manage liquidity, mitigate currency risks and optimise cross-border operations.

Supporting SMEs and expanding financial inclusion

Supporting Cambodia’s small and medium-sized enterprises (SMEs) remains a key priority. Canadia Bank offers customised financing solutions, financial literacy programmes and advisory services to foster sustainable SME growth and formal banking relationships. Through partnerships with organisations such as the Young Entrepreneurs Association of Cambodia, Cambodia Women Entrepreneur Association and the Federation of Associations for Small and Medium Enterprises of Cambodia, the bank supports members with limited collateral and organises educational workshops.

A major accomplishment under his leadership was the bank’s early involvement in the CGCC-led Business Recovery Guarantee Scheme, which expanded financing access for SMEs navigating business challenges and growth opportunities. By combining development initiatives with financial education, Canadia Bank strengthens SME resilience and access to domestic capital markets.

Driving digital innovation and sustainability initiatives

Digital transformation is a central pillar of Canadia Bank’s strategy. The bank has upgraded its corporate internet banking platform, implemented open application programming interfaces (APIs) for client integration and launched new payment gateway services alongside a merchant-focused app. Smart Bank Centres now provide self-service technology with comprehensive banking services across the country.

Canadia Bank also leads in sustainability and social responsibility. Its Green Financing Programme offers preferential funding to environmentally focused enterprises. Environmental initiatives, such as tree planting and river clean-ups, complement contributions to organisations such as the Cambodia Cyclo Association and Cambodian Children’s Fund. Through its partnerships with the Association of Banks in Cambodia, the bank promotes financial literacy and inclusive sustainable development.

Leveraging regional banking expertise across ASEAN markets

Sia has been CEO and executive board director of Canadia Bank and chairman of Cana Securities since 2018. He also serves as director of Credit Bureau Cambodia and chairman of Credit Bureau Holding (Cambodia) since 2020. From 2022 to 2024, Sia was chairman of the Association of Banks in Cambodia and serves as vice chairman for the 2024–2025 term. With over 30 years of experience in banking, treasury and financial services across Cambodia, Malaysia and Vietnam, he has held key leadership roles at major institutions including Public Bank, Standard Chartered Bank (Malaysia and Vietnam) and Hong Leong Bank (Vietnam).

Sia began his career at Public Bank, spending 11 years in various roles such as head of credit processing and head of syndication and capital markets. At Standard Chartered, he held senior leadership roles, including director of local corporates in Malaysia and head of global corporates in Vietnam, moving on to head of SME banking and general director/CEO of Standard Chartered Vietnam. At Hong Leong Bank (Vietnam), he served as chief operating officer before advancing to CEO and general director.

About the CEO Leadership Achievement Awards

TAB Global conducts a Leadership Achievement Awards programme every three years, focusing on the performance of CEOs/chairmen and boards in the financial services industry. The programme was first introduced in 2004 and is run only once every three years to give time to the leadership of banks to demonstrate the ability to translate strategy into execution. This highly coveted award is one of the most difficult and exclusive recognition programmes of its kind for any top banker in the industry because of its stringent evaluation process. The Best Managed Bank award is made in conjunction with the CEO Leadership Achievement Award in the belief that true leadership results in strong and sustainable franchises.
