Citi appoints new country officer for China

Citi announced the appointment of Wenjie Zhang as Citi country officer and banking head (CCOBH) for China and president and executive director of Citibank (China), subject to regulatory approvals.

Zhang will act as the lead Citi representative and as the single, coordinated face in the Mainland China market, leading the team to deliver the full value of the Citi network to our clients, and foster strong regulatory relationships and robust risk control.

Zhang will join Citi in July 2025. He will be based in Shanghai and will report to Marc Luet, Citi’s head of Japan, Asia North and Australia and Banking.

A seasoned banker with 30 years’ experience in corporate and institutional banking, Wenjie was most recently the president of China and Shanghai branch manager for Bank of America China.

Prior to that, he was co-head of global banking and executive vice president at HSBC China, after stints at JP Morgan, Citi and Credit Agricole CIB. He started his career in Sinochem Group in the Finance and Treasury function. Zhang holds a Master of Business Administration from York University’s Schulich School of Business and a Bachelor’s degree in Economics from the University of International Business and Economics in Beijing, China.

“We are delighted to welcome Wenjie back to Citi. China is one of the largest markets for Citi globally, and we have been serving our corporate and institutional clients here for 123 years. Wenjie’s depth and breadth of experience and on-ground expertise and knowledge will enhance our growth in this important market as we continue to support our clients’ cross-border banking needs,” said Luet.

Citi first opened for business in China in 1902 and was among the first global banks to locally incorporate in 2007. Leveraging its global network, Citi China is committed to supporting the strategic needs and aspirations of Chinese corporates going global, as well as global multinationals expanding their footprint in China. Citi China also provides global banking capabilities and services to mid-sized companies in our commercial banking business. As these companies expand internationally, Citi helps enable their growth in other markets and facilitates access to capital through our unique global network and market-leading cross-border financing solutions. Citi continues to pursue the establishment of a wholly owned securities and futures company in onshore China.
