Amando M. Tetangco, JR., Governor and Chairman of the Monetary Board Bangko Sentral ng Pilipinas

As BSP Governor, Tetangco serves as Chairman of the Monetary Board, the BSP’s principal monetary policy-making body. He is also the Chairman of the Anti-Money Laundering Council (AMLC).

Governor Tetangco has been in the service of the BSP for more than three decades. Prior to his first appointment as Governor in July 2005, he was Deputy Governor in-charge of the Banking Services Sector, Economic Research and Treasury of the BSP. He also served as Alternate Executive Director of the International Monetary Fund in Washington, D.C. from 1992 to 1994.

Governor Tetangco is involved in various organizations in the Philippines and overseas. Domestically, he is, among other positions held, Chairman of the Philippine International Convention Center (PICC), Vice-Chairman of the Agriculture Credit Policy Council, member of the Capital Markets Development Council (CMDC) and the Export Development Council (EDC). Overseas, he represents the country in ASEAN Central Bank Forum, Executive Meeting of East Asia and Pacific (EMEAP) Central Banks, South East Asia Central Banks (SEACEN), South East Asia, New Zealand and Australia (SEANZA), and Center for Latin American Monetary Studies (CEMLA).  In addition, he is the Governor for the Philippines in the International Monetary Fund (IMF) and the Alternate Governor in the World Bank (WB) and in the Asian Development Bank (ADB).


Nestor A. Espenilla Jr., Deputy Governor, Supervision & Examination Sector, Bangko Sentral ng Pilipinas 

Nestor A. Espenilla Jr, heads the Supervision and Examination Sector at Bangko Sentral ng Pilipinas (BSP), a post he has held since April 2005. He has been with the BSP since 1981, had worked in Economic Research, in International Operations, and in the Office of the Governor.  He was seconded to the IMF from 1990 to 1992. He serves concurrently in various BSP policy committees:  Vice Chairman – Inclusive Finance Steering Committee; Member - Payment and Settlement Steering Committee; Member - Advisory Committee on Monetary Policy; and Member – Financial Stability Committee. He is likewise BSP Representative to the Capital Markets Development Council and Alternate Board Member to the Philippine Deposit Insurance Corporation.  He is also Vice-Chairman of the Steering Committee of the Alliance for Financial Inclusion based in Bangkok and represents the Philippines in the Basel Consultative Group and the Financial Stability Board Regional Consultative Group for Asia.


Alicia García-Herrero, Chief Economist for Emerging Markets,
Banco Bilbao Vizcaya Argentaria

Alicia García-Herrero has been Chief Economist for Emerging Markets at Banco Bilbao Vizcaya Argentaria (BBVA) since December 2007. She is also a member of the advisory board of the Hong Kong Institute of Monetary Research. Prior to BBVA, she was part of the Asian Research Program of the Bank for International Settlements in Hong Kong. From 2001 until 2006, she was head of the International Economy Division of Bank of Spain, from 1998 to 2001 a member of the Counsel to the Executive Board of the European Central Bank, from 1997 to 1998 head of Emerging Economies at the Research Department at Banco Santander.


David McQuillen, Senior Vice President OCBC

David McQuillen joined OCBC in January 2010 as Senior Vice President and Head of Group Customer Experience. He leads OCBC Bank’s initiatives on building a stronger customer focus within the bank, running market research and improving the quality of customer experience across all customer touchpoints. McQuilen has in the past held senior customer experience positions in major organisations and prior to joining OCBC Bank, he was Director of Client Experience at Credit Suisse in Switzerland since 2001.

Eduardo M. Olbes, Executive Vice President, Security Bank

Eduardo M. Olbes is currently executive vice president, head Corporate & Investment Banking Segment at Security Bank. He has over 18 years of corporate finance, capital markets, and corporate banking experience arranging financings for corporate, bank, and public sector clients. He has originated and executed debt and equity financings as well as advisory assignments in relation to restructurings, mergers and acquisitions in the US, Europe, and Asia. He is responsible for Security Bank’s Corporate & Investment Banking Segment which includes the corporate bank and SB Equities, a leading equities brokerage.

Jeremy Y. Seo, Senior Vice President, Shinhan Bank

Jeremy Seo is senior vice president of brand strategy at Shinhan Bank. He is responsible for strengthening relationships and enhancing customer satisfaction, ensuring productivity and performance for retail services and improving risk management. This focus on customers and contact points has led to the largest growth of internet banking and smart phone users among banks in South Korea.


Vikas Arora, Regional Head - Trade Finance Financial Institutions, Asia, GTB, Deutsche Bank

Vikas Arora has been Deutsche Bank’s head of Global Transaction Banking (GTB) in Thailand since July 2012. He is also head of Trade Finance & Cash Management for Corporates for GTB, and is responsible for growing and building revenue momentum for Deutsche Bank through the sales of trade finance products to financial institutions in Asia. Arora has been with the Bank since 1996 and has held a number of positions across sales, product management, customer service and operations. Prior to this appointment, he was the head of Payments and Clearing Services for Deutsche Bank in India.

Victoria Tyo Investment Specialist, Asian Development Bank (ADB)

Victoria is currently an Investment Specialist and Bank Relationship Manager of ADB’s Trade Finance Unit in the Capital Markets and Financial Sectors Division under the Private Sector Operations Department. She handles client relations with Confirming and Issuing banks in ADB Developing Member Countries, where she handles annual reviews, marketing, negotiations and agreements. Victoria has over 10 years of banking experience in Central Asia. She was a former Director of the International Department, JSC Alliance Bank in Kazakhstan.

Gary Villanueva, First Senior Vice President, Rizal Commercial Banking Corporation

Gary Villanueva is currently first senior vice president and head of Rizal Commercial Banking Corporations’ (RCBC) Global Transaction Services, a division he pioneered when he joined RCBC three years ago. He has over 25 years of banking experience in a variety of challenging roles in business development, product management, operations, change management and client services across a broad range of products and services which includes cash management, trade finance, global custody, institutional trust and capital markets. He had extensive international experience prior to joining RCBC in major financial markets with several multinational-banking institutions.

Martin Roberto G. Tirol, Transaction Banking Head, Global Wholesale Banking Group, Maybank Philippines

Tirol is currently head of transaction banking for Maybank Philippines’ Global Wholesale Group. He has more than 18 years of experience in the industry, covering areas of consumer banking, cash management and trade & supply chain financing. He has in the past been vice president and head for cash management at Philippine National Bank, vice president for trade finance at ANZ, vice president for senior cash and trade sales manager at Citibank N.A., and AVP for business development at Standard Chartered Bank.

Tsuyoshi Oyama Former Deputy Director-General, FSA, Japan and Partner, Deloitte Touche Tohmatsu

Oyama has worked at the Bank of Japan (BoJ) for 23 years, most recently as deputy director-general in Financial System and Bank Examination Department. In BoJ, he conducted several projects to deal with Japanese banks’ NPL problem, on-site examinations for Japanese major banks, and recently to lead Basel II implementation in Japan, including Pillar II (economic capital management), IRB and AMA. He has published several books, including “Post-crisis Risk Management” in November, 2009, and “Basel III Impact” in February, 2011.Currently, Oyama is a partner of the financial industries group at Deloitte Touche Tohmatsu in Tokyo.

Stephen Street, Director, Clearing and Continuous Linked Settlement, Transaction Banking, Standard Chartered Bank, Singapore

Stephen Street is currently director of Standard Chartered Bank Singapore’s clearing and continuous linked settlement and transaction banking, responsible for product management and development, focusing on Financial Institutions. He has over 25 years experience in the transaction banking and cash management business. Prior to joining Standard Chartered Bank in February 2006, Stephen was with JPMorgan Chase for 19 years performing Roles in operations, client service and product management based in London before relocating to Singapore in March 2000.

Manuel Tagaza, Senior VP and Group Head for Electronic Channels, Bank of the Philippine Islands

Manuel Tagaza is a currently senior vice president and head of Bank of the Philippine Islands (BPI) E-Channels group, and is responsible for growing the bank’s alternative channels business. Prior to his current assignment which he took on only beginning of this year, Tagaza was chief information officer at the bank for eight years. He joined BPI in 1999 to head the core banking and payments applications unit where his notable accomplishments include the modernization of the bank’s alternative channels. He has a well-rounded 28-year career in Information Technology spanning different IT disciplines, starting as an applications programmer with an electric utility company back in 1983.

Monica Lim, Director, Instant Issuance, Datacard Asia Pacific, Singapore

Monica Lim is currently director, instant issuance, for Datacard Asia Pacific, Singapore, responsible for business development and strategic design for customers and partners in the financial service segment in the Asia Pacific region. She is a veteran of the IT industry with more than 20 years of experience. She joined Datacard Asia Pacific in Oct 2007 and managed Datacard business in all ASEAN countries and Taiwan. Under her care and management, Datacard has seen remarkable growth in the government and financial verticals.

Daragh O’Byrne, Chief Marketing Officer, BPC Banking Technologies

Daragh O’Byrne currently serves as chief marketing officer at BPC Banking Technologies, where he is responsible for all aspects of BPC’s global market strategy, including brand management, market awareness, demand generation and partnership management. Prior to joining BPC, he was vice president for marketing and strategy at Misys with global responsibility for financial services. O’Byrne has over 19 years experience in application software for the financial services industry, and specialises in marketing strategy, pipeline generation, value proposition articulation and brand development.

Ricardos Khoury, Regional Vice President for Banking Industry in Asia Pacific, Wincor Nixdorf

Ricardos Khoury is currently regional vice president for Banking Industry in Asia Pacific at Wincor Nixdorf, overseeing 19 markets covered by 11 direct offices, a widespread network of business partners, 2 software competence centres, R&D facilities, 2 factories and a regional headquarter in Singapore. With over 20 years of extensive knowledge in ICT and retail banking, his tenure at Wincor Nixdorf has seen him hold a number of positions from solution architecture, consulting, sales management up to leading the business unit responsible for the development of the Wincor Nixdorf banking business in the Levant.

Tuck Chan, Director FSI Solutions Consulting, Aspect

Tuck Chan is currently director of FSI Solutions Consulting at Aspect, responsible for fostering customer interaction and engagement within the Financial Services industry. He is an industry veteran with over 25 years of banking experience in risk management. Prior to Aspect, he was the Senior Director, Solutions Management, for FICO APAC. His responsibilities include managing a team across Asia Pacific, specializing in solutions revolving around FICO’s key areas of expertise: Analytics, Fraud, Collections & Recovery, Credit Card Portfolio Management, Loan Originations, and Business Rules.
