Chinatrust Commerical Bank pursues simplification of IT processes

September 20, 2012 | Carol Wheatcroft“Do more with less” was how Chinatrust Commercial Bank chief information officer Jeremy Ou described the bank’s approach to its technology management now that the bank is taking a more globalised approach to its technology operations. Over the past three years, Chinatrust Commercial Bank has been centralising its IT operations at its Taipei headquarters after introducing the ‘one Bank’ concept, aimed at bringing an integrated service proposition to customers across its international footprint. This has required a close alignment of both IT and business strategies as the bank moved from geographic-based decision making to a more centralised structure. The bank has since implemented Oracle’s FLEXCUBE core banking system at its headquarters as well as its 12 international branches, with IT support offered by staff based in Taiwan. “We are not saying that we will restrict resources overseas, but we are trying to use the resources from the bank’s headquarters to standardise the processes and technology,” explained Ou. Top 20 Taiwanese Banks by asset size $m (2011) But not all of the bank’s subsidiaries adhere to technological orders issued by the bank’s headquarters; four 100% owned Chinatrust Commercial Bank subsidiaries in the US, Canada, Indonesia and Philippines continue to make their own independent technology decisions. Asked about this, Ou highlighted the astronomical costs that would be incurred should these subsidiaries also adopt Oracle’s core banking platform. Ou further explained that adoption of a common banking platform was easier where banks’ overseas branches were mainly focused on their corporate banking sectors, utilising shared interfaces.
